He has urged that Washington deny the validity of the Times editorial and apprise the statement of support of GRC sovereignty over the offshores. There is no evidence, however, and the GRC has admitted that the Communists are preparing military moves against the offshore islands. This paper speculates that the Gimo’s warning is actually part of an effort directed at reawakening US support for the GRC, which has suffered a long series of disappointments at American failure to uphold the GRC position on a variety of other issues. On June twenty‑fifth, GRC President Chiang Kai‑shek summoned US Ambassador McConaughy to his residence to express his concern over a New York Times editorial that claimed there are signs US policy toward Communist China is changing. The Gimo warned that unless the US Government issues a denial of the validity of the editorial, particularly its reference to a possible US initiative to bring about GRC withdrawal from the offshore islands, there is likelihood of a Communist Chinese invasion of these islands, and possibly of the Penghu. Subsequently, GRC Foreign Minister Wei Tao‑ming called the Ambassador to ask if a response had been received by the Embassy to Chiang’s request. When McConaughy informed the foreign minister that Chiang’s views had been communicated to Washington, adding that the Department of State could not be in a position to refute every misleading editorial, Wei said that it was a matter of extreme urgency that a denial be issued promptly to calm people on Taiwan as well as to clarify the US position.
