The relevant passage reads: “Construction activity previously noted along the standard‑gauge railroad being driven northwestward from Ku‑lu‑chi, latitude fifty‑degrees‑twenty‑four north, longitude twenty‑four‑degrees‑seven east, into a timber‑rich area of Heilungkiang Province has apparently ceased, and numerous associated construction camps appear inactive and some have been partially abandoned. Most of the buildings within the abandoned camps have been razed (see Figure three). As this railroad line appears to have been abandoned prior to its completion and no other large‑scale railroad construction project has been noted in northeastern China, it is possible that the railroad construction units have been transferred from the region. The only known barge‑scale railroad construction in progress in southwest China is the critical Kun‑ming/Cheng‑tu rail line. There has been no photographic coverage of this line since [the last available imagery].” The opening paragraph of the Imagery Analysis Service Notes, provided by the issuing agency, offers additional context: “The Imagery Analysis Service Notes is a periodic publication of the Directorate of Intelligence Imagery Analysis Service, the departmental component of the Central Intelligence Agency. This publication highlights significant or timely intelligence items derived from photography.
