These committees appear designed as a necessary qualification to assert that the entire nation is now ‘red’ and to prepare the population for a possible effort to ‘liberate Taiwan.’” “The cable notes that evidence of CHICOM material, classified as secret, points to preparations for attacks on offshore targets. However, any such preparations would be seriously complicated by the chaotic state of the nation’s administrative, political, and economic structures, as well as by the People’s Liberation Army’s growing and unprecedented involvement in civil‑political affairs.
