The document, a part of the CINCPAC Command History for 1968, details various intelligence collection programs conducted by PACOM ships and aircraft. One such program, IVY GREEN, focused on collecting intelligence against foreign missile and space activities, particularly Soviet activity in testing their missiles and rockets. This program involved four destroyer escort type ships and four aircraft regularly assigned to CINCPAC's operational control. The document also discusses the importance of strengthening base security, particularly in Thailand, to protect US bases in the region. In November 1968, the Joint Chiefs of Staff advised CINCPAC that the Secretary of Defense had approved an increase in the overall Thai security guard ceiling to 6,031 personnel. Regarding violations of airspace, the document notes that in February 1968, two US Navy A-1 aircraft en route from the Philippines to a US air carrier in the Tonkin Gulf violated the airspace of Hainan Island. One of the planes was shot down by a Chinese MIG interceptor, and the other flew to Danang Air Base in SVN. An investigation concluded that poor navigation was the cause of the incident. The Joint Chiefs of Staff report took into consideration seven other CHICOM violations, four of which occurred over Hainan Island and those which were CHICOM-NVN border violations. The primary cause for these violations was charged to human error with weather and equipment malfunctions being contributing factors. The document also discusses the deployment of the F-111 to Southeast Asia for combat testing. The project, named COMBAT LANCER, involved six aircraft and 369 personnel.
