The offshore islands are militarily useful to the defense of Taiwan and the Penghu Islands in several ways: (1) They serve as an intelligence‑collection base. By providing intelligence on C‑H‑I‑C‑O‑M land, sea and air movements in the coastal area they enhance early warning of invasion or bombardment of Taiwan. The radar and visual surveillance conducted from these islands renders a surprise attack on Taiwan more difficult for the C‑H‑I‑C‑O‑M. This surveillance activity also reduces the requirement for G‑R‑C and U‑S naval patrols devoted to this role. (2) They deny the C‑H‑I‑C‑O‑M the capability of using Foochow and Amoy, the two most important ports between Shanghai and Canton, for mounting and launching an invasion of Taiwan. Denial of these ports sharply raises C‑H‑I‑C‑O‑M requirements for vessels needed to invade Taiwan because of the greatly increased distances involved. Further, the invasion fleet would be much more vulnerable to attack en route because of the longer time spent on the water. (3) They tie down a very significant number of C‑H‑I‑C‑O‑M forces which are thus unavailable for the invasion of Taiwan. If the C‑H‑I‑C‑O‑M decide to invade Taiwan without first overrunning the offshore islands, failure to provide forces to cover the offshore islands would require acceptance of grave risks. It appears that in this event the C‑H‑I‑C‑O‑M would consider such risks unacceptable and would earmark forces to cover the threat posed by the offshore islands. In view of the…
