Moreover, the Soviet strategic concern reflected in the buildup in the Far East may already be having far‑reaching effects on other areas of Soviet policy, particularly in Europe.” The memorandum continues with a discussion section titled “The Buildup To Date.” Highlights include: “1. Theater Forces: In 1963 the Soviets maintained about thirteen divisions opposite China from Turkestan to the Far East, with fewer than half combat‑ready.
