What did the declassified documents reveal?

COLD OPEN This is a declassified Central Intelligence Agency intelligence summary on the Chinese strategic missile program, dated July 1969. The document is notable because it provides the United States’ earliest open‑source assessment of China’s medium‑range and intercontinental ballistic missile development during the late 1960s. The source is archived at the Black Vault, https://archive.org/download/us-china-intel-CI01924/CI01924djvu.txt. PROVENANCE The record was released to the public through the Black Vault website as part of a broader set of declassified CIA files. The declassification authority is listed as the CIA’s Office of Information Management, and the document was made available without redaction beyond the standard exemption markers present in the original text. THE DOCUMENT “China’s goal of acquiring strategic missiles may be reached in the near future. The Chinese are pressing forward with high‑priority strategic missile programs that could lead to the deployment of a six‑hundred to one‑thousand nautical‑mile range MRBM during 1969 and a six‑thousand nautical‑mile range ICBM by late 1972. Acquisition of deployable strategic missiles will be a major step in China’s long‑range goal of building itself into an industrial, military, and political power of the first rank by the end of this century. That step alone will increase Chinese prestige and influence abroad. The basic elements for fulfilling this objective now exist: nuclear materials and weapon‑fabrication facilities are in operation, and ICBM production capability—at least for the test program—is probably already established. Moreover, a steady build‑up over the next decade is virtually assured; only performance capabilities and the rate of deployment of the nuclear strike capability are in question. The beginnings of China’s strategic missile program can be traced to the early 1950s, when a determined re‑enlistment program was initiated to persuade foreign technicians to return to the mainland. A major impetus for China’s missile program came in October 1957, when the Sino‑Soviet Defense Agreement was signed. During the next three years, the Soviets provided substantial assistance, including construction help on the Shuang‑cheng‑t2n missile test range in northwestern China and training of Chinese technicians. The Soviets also probably provided the Chinese models of the Scud (R‑12) and Shyster (SS‑3) missiles. The Sandal (R‑14) may also have been given to the Chinese, although this appears doubtful since the Sandal did not enter Soviet inventory until the second half of 1959. Although Soviet weapons aid was extensive and exceedingly beneficial, it was probably not awarded in sufficient quantities to be used for deployment. By 1958 the Great Leap Forward had already become an economic failure, and most Soviet technicians had taken their blueprints and left their jobs. This was a serious blow to the Chinese, leaving them dependent on limited native technical resources and a…
