The several thousand scattered Kuomintang, or KMT, irregular forces in the Thai‑Burma‑Laos tri‑border area adjoining Communist China have again become a subject of discussions between Bangkok and Taipei. As in the past, the principal issue is one of control: Bangkok, although seeing some value in the KMT as an anti‑Communist buffer, regards the existence of an uncontrolled alien armed force in Thailand as a derogation of its sovereignty; Taipei, which has intermittently supplied the KMT, would like to direct them into more active intelligence‑gathering operations against Communist China. The KMT forces, for their part, prefer to remain free agents, largely occupied with the opium trade. Negotiations this summer led to an agreement between the two governments on the status and mission of the KMTs, but talks with the irregulars broke down early in September over the issue of Taipei’s control. The KMT forces are remnants of the Chinese troops that retreated in the late 1940s. Following considerable controversy over their activities in Burma and Thailand, substantial elements were evacuated to Taiwan in the 1950s and early 1960s. Those remaining in the border areas bear little resemblance to the parent units of twenty years ago. Except perhaps for a small number of original Yunnanese officers, the KMT now consist mainly of recruits of Yunnanese descent born in Burma and tribal people from the tri‑border area who have been drawn into the opium business. Although there are no reliable recent estimates of the strength of the irregulars, KMT leaders have claimed more than three thousand men. They are organized in two principal groups: the Third Army under General Li Wen‑huan and the Fifth Army under General Tuan Hsi‑wen; in addition, a three‑hundred‑man group under Chang Chi‑fu recently left the KMT ranks and now operates as a “home guard” in a loose alliance with the Burmese army against Communist insurgents and other dissidents in the Shan state.
