What did the declassified documents reveal?

Communist China’s strategic weapons program – a National Intelligence Estimate prepared by the Central Intelligence Agency, dated October thirtieth, nineteen sixty‑nine. This document is notable because it offers a contemporaneous assessment of China’s nuclear and missile development during a period of heightened Sino‑Soviet tension, and it was released to the public through The Black Vault archive. The record was made available by The Black Vault as part of its online declassification collection. The file was posted without a formal Freedom of Information Act case number, and the release date on the archive is listed as the date of upload. The declassification authority is identified as the Central Intelligence Agency, which authorized the public dissemination of the entire National Intelligence Estimate. The document opens with a geographic reference list that includes locations in Mongolia, Korea, Taiwan, Vietnam, the Philippines, Hainan, Thailand, and other sites, followed by the heading “Communist China’s Strategic Weapons Program – The Problem.” The purpose is stated as: to assess China’s strategic weapons program and to estimate the nature, size, and progress of these programs through the mid‑1970s. The conclusions are presented as follows: A. China’s nuclear test program continues to emphasize the development of high‑yield thermonuclear weapons. The Chinese have developed a device that could be weaponized for delivery by the T‑U‑I‑6 jet medium bomber, or possibly configured as an intercontinental ballistic missile warhead. They are probably at least two years away from having a thermonuclear weapon in the medium‑range ballistic missile weight class, but fission warheads for such missiles could be available now. For the next several years, the production of nuclear materials can probably keep pace with or exceed the requirements of testing and the number of strategic missiles and T‑U‑16s the Chinese are likely to be able to deploy. B. The Chinese have recently begun production of medium bombers, identified as T‑U‑16s, at a rate of approximately one unit every two months. Production could reach a level of about four or five a month, and about two hundred T‑U‑16s might be available by mid‑1975. C. Evidence suggests strongly that the Chinese are moving toward medium‑range ballistic missile deployment. Any major deployment program will involve the construction of permanent complexes, though there is no evidence that such work has begun. Even if some complexes were started in early nineteen sixty‑nine, they would not be operational before about mid‑1970. Inferential evidence indicates the possible existence of a few operational MRBM sites at this time, likely temporary‑type installations intended to provide an interim capability against the Soviet Union. D. If a vehicle is available for testing within the next few months, operational capability could be achieved by late nineteen seventy‑two or early nineteen seventy‑three. It is more likely…
