The report opens with a heading that reads, “Report with respect to warning of the invasion and of the entrance of Communist China into the war.” It then proceeds with an internal assessment of field collection and analytic work. The first paragraph states: “Field collection was recently satisfactory if not too well organized. Our B‑E‑P‑N‑E‑S had some well‑placed sources and generally could get most of what Washington wanted. A study of the ORS data showed that for four months before the invasion, the intelligence community had a reasonable picture of the situation, although the Korean theater was not even mentioned in some of the weekly summaries.” The report continues with a reference to a weekly summary dated March thirty‑first, nineteen fifty. It notes: “In the Weekly Summary of March thirty‑first, nineteen fifty there is an article called ‘Outlook for Korea’ which by implication criticizes Syngman Rhee for concentrating on the internal Communist threat by methods that circumvented civil liberties and concentrated on the external Communist threat, building up the military establishment at the expense of inflation and pressing economic aid and political problems.” The narrative then turns to the surprise expressed by the Office of Research and Evaluation, abbreviated ORE, at the outbreak of hostilities: “It is a sad fact that ORE was as surprised as the populace on the day of June twenty‑fifth, nineteen fifty, as was the man in the street. All Korean affairs were handled by two very junior analysts who had no work simultaneously on basic, current and estimated intelligence. Their evaluation was based on limited sources and a reliance on macro‑level assumptions.” The report identifies two principal reasons for the failure to anticipate the invasion: “First, the analysts assumed that the Soviet Union would not give its consent for Chinese involvement, and second, the commitment of United States troops would mean war, leading the Chinese to refrain from entering the conflict.
