What did the declassified documents reveal?

Recent Soviet Military Activity on the Sino‑Soviet Border – an intelligence memorandum prepared by the Central Intelligence Agency’s Directorate of Intelligence, dated April seventeenth, nineteen seventy. This document is notable because it details the buildup of Soviet forces along the Chinese border during a period of heightened tension between the two communist powers. The memorandum was made publicly available through The Black Vault archive, which hosts declassified CIA records released under the agency’s own declassification authority. The text was uploaded on the archive’s website and is accessible via the permanent link at archive.org. No additional FOIA case number is attached to this release. The memorandum begins with an introduction that sets the stage for the analysis. It reads: “The year nineteen sixty‑nine saw the first publicized and probably the biggest border clashes between the Soviet Union and Communist China. Tensions reached a peak last summer, prompting reports from a variety of sources that the Soviets were increasing the pace of their buildup of forces along the border and were considering a military attack on China. In an effort to temper the dispute, the two countries agreed to open talks in Peking in October nineteen sixty‑nine; the talks are apparently deadlocked and their eventual outcome is uncertain. Whatever the outcome, last year’s border clashes and the beginning of the border talks will stand as landmarks in the course of the Sino‑Soviet confrontation. This memorandum reviews the progress of the Soviet military buildup along the border, particularly since the clashes of nineteen sixty‑nine. A summary begins on page fifteen.” The memorandum then outlines the Soviet buildup through mid‑nineteen sixty‑nine, listing areas of activity and the forces involved. It notes: “By mid‑nineteen sixty‑nine, twenty‑seven divisions—tank, motor‑infantry rifle, and two airborne—had been identified in positions near the border. About half of them were at combat strength. Tactical air forces along the border underwent a similar buildup. Prior to nineteen sixty‑five, one tactical air army with about one hundred ninety combat aircraft and fifty helicopters was located near China in Primorskiy Kray, the southern part of the Far East Military District. By mid‑nineteen sixty‑nine, a regiment had been added to this air army and a new air army had been formed in the Trans‑Baikal‑Mongolia area. This brought tactical air strength along the border to five hundred fifty combat aircraft and about one hundred seventy helicopters. Nearly four hundred eleven of the new units were based at airfields built or renovated since nineteen sixty‑seven.” The document continues with an assessment of the strategic intent behind the buildup: “The greatest buildup in strength secured opposite Manchuria, the area in which the Chinese are strongest. The Trans‑Baikal and Far East military districts, which border Manchuria, are the farthest from the Soviet…
