B. Chairman Hua Guofeng’s visits to Yugoslavia and Romania last fall demonstrated Beijing’s willingness and capability to take on the Soviets in their own backyard. The Chinese have significantly improved their trade ties with Western Europe and Japan, and are on the verge of their first modest arms purchases abroad.
