Situation in Kampuchea Vietnam has achieved its basic political and military objectives in Kampuchea: the installation of a subservient Kampuchean regime and occupation of most of the country. Nevertheless, forces loyal to former Prime Minister Pol Pot continue guerrilla resistance, numbering up to fifty thousand troops, dispersed, often cut off, and difficult to resupply, yet still capable of spoiling actions. Vietnam fields over one hundred thousand troops, maintains uncontested control of urban areas, airfields, ports and roads, and enjoys ease of resupply. Vietnamese forces are expanding into the countryside to locate and destroy Kampuchean resistance. Peking is likely to renew efforts to persuade Thailand to permit overland transit of Chinese aid to Pol Pot forces. Vietnam is moving rapidly to legitimize a close relationship with the Kampuchean regime it has installed. Pham Van Dong is scheduled to visit Phnom Penh soon and will probably conclude economic, political and military agreements analogous to those with Laos, designed in part to provide a legal basis for a continued Vietnamese military presence in Kampuchea, possibly at its current level.
