The magnitude of the Chinese effort is evident from the fact that until December twenty‑four only numerically small local units were present along the Vietnam border. We estimate Vietnamese forces initially numbered forty to fifty thousand men along the border, but Vietnamese forces were augmented as the fighting progressed. Chinese sources indicated a need to “punish” Vietnam, which convinced us beforehand that an attack was likely, and we issued a warning memorandum on February fourteenth. Chinese objectives were threefold. First, the ostensible purpose was to punish Vietnam for alleged provocations along the Sino‑Vietnam border. More fundamentally, the purpose was to demonstrate to Vietnam that China would not permit incursions into areas of strategic interest, such as Kampuchea. In the wake of the Vietnamese invasion of Kampuchea, China wanted to show it was not a “paper tiger.” The offensive also intended to signal to the Soviet Union that it could not use Vietnam as a surrogate in Southeast Asia, as the Cubans have been employed in Africa and the Middle East.
