What did the declassified documents reveal?

This is a declassified Central Intelligence Agency briefing on the Chinese military incursion into Vietnam in early 1979, dated approximately March thirteenth, nineteen seventy‑nine. The document is notable because it offers a contemporaneous assessment of the scale, objectives, and outcomes of the brief but intense Sino‑Vietnamese conflict that followed Vietnam’s invasion of Kampuchea. The briefing was released under the Freedom of Information Act on June twenty‑ninth, two thousand four. The declassification authority was the CIA’s Office of Information Management, and the material was made publicly available through the Black Vault archive, which hosts the full text of the original document. The document reads as follows: “Approved for release June twenty‑ninth, two thousand four: CIA‑RDP83B00100R000100030012‑0. Indochina – China/Vietnam. Chinese attack into Vietnam began on February seventeenth and culminated with the fall of Lang Son on March second; on March fifth Chinese forces were ordered to pull back into their own territory. The attack was of major proportions; the build‑up involved as many as ten armies totaling over four hundred thousand men, with two additional armies in reserve. Chinese air strength also built up to six hundred to seven hundred aircraft. Perhaps one hundred thirty thousand men actually took part in fighting inside Vietnam—approximately twelve divisions—with the remainder positioned just across the border. The magnitude of the Chinese effort is evident from the fact that until December twenty‑four only numerically small local units were present along the Vietnam border. We estimate Vietnamese forces initially numbered forty to fifty thousand men along the border, but Vietnamese forces were augmented as the fighting progressed. Chinese sources indicated a need to “punish” Vietnam, which convinced us beforehand that an attack was likely, and we issued a warning memorandum on February fourteenth. Chinese objectives were threefold. First, the ostensible purpose was to punish Vietnam for alleged provocations along the Sino‑Vietnam border. More fundamentally, the purpose was to demonstrate to Vietnam that China would not permit incursions into areas of strategic interest, such as Kampuchea. In the wake of the Vietnamese invasion of Kampuchea, China wanted to show it was not a “paper tiger.” The offensive also intended to signal to the Soviet Union that it could not use Vietnam as a surrogate in Southeast Asia, as the Cubans have been employed in Africa and the Middle East. Some Chinese sources said, in a broader context, that China wished to make a point to the United States that the response to Soviet “hegemonism” and Soviet‑backed activities should not be passive but should involve force. At the onset, Chinese forces did not desire a prolonged conflict. They stated that fighting would be limited in extent and duration, and that Chinese forces would be withdrawn once Vietnam had been taught a lesson. We foresaw Chinese…
