What did the declassified documents reveal?

US Intelligence on China CI02151 - Talking Points- Current State of China-Vietnam Conflict Secret, Talking Points, c. March 19, 1979, 3 pp. Released to the public through The Black Vault, a declassified CIA record, this document provides insight into the China-Vietnam conflict in 1979. The document, released under the Freedom of Information Act, was declassified on September 4, 2001, by the CIA's Declassification Authority. Talking Points: Current State of China-Vietnam Conflict The fighting which began on 17 February now appears to be over. After seizing Lang Son on 2 March, Chinese forces announced on 5 March they would withdraw to historically recognized borders. Chinese withdrawal is now almost complete, despite some interference by Vietnamese, who have also charged China with committing atrocities in the territory it occupied. Vietnam agreed to border negotiations with Chinese after the latter did, in fact, completely pull back. However, it is unclear whether Vietnam will still talk with Chinese. Chinese forces in large numbers are concentrated just north of the VN border, and fighting could resume at any time. On balance, it appears that as matters now stand, Chinese came out on top. Politically, they restored credibility lost through initial failure to deter VN invasion of Kampuchea. Militarily, they taught VN a lesson by chewing up as many as 5 VN divisions, including 2 main force. VN is now withdrawing some forces from Kampuchea and Laos, perhaps 30,000 men. Economically, already-tight VN economy is put under increased strain. Fighting in Kampuchea continues, with Pol Pot forces holding on to the countryside and stepping up attacks. Supplies appear adequate, and Kampucheans don't like Pol Pot, but detest Vietnamese more. Soviet reaction to the conflict has been very low key. They are acclaiming their statesmanship in avoiding Chinese effort to entangle them and hence impair US-Soviet relations, including SALT. One unanswered question is the post-hostilities Soviet role in VN. For the first time, Soviet warships called at Danang, Haiphong, and Ho Chi Minh City during hostilities. It is unclear whether they have obtained base rights or if Vietnam is now committed to an even closer relationship with the Soviets as a result of military and other types of Soviet aid.
