The document reads as follows: “Retrospective on Chinese performance. The Chinese signalled intent, especially their limited political objectives, and acted skillfully to control their risks. Whether military performance was restrained entirely because of limited objectives or because of ineffectiveness remains unclear. The Chinese appear to have prepared a worthwhile position from the People's Republic of China viewpoint, primarily because of their desire to be seen as an Asian power. In the Association of Southeast Asian Nations this created an impression that the Soviet Union was not acting in a very meaningful manner in fulfilling its commitment to Vietnam, and in fact the Soviets backed down before a Chinese challenge. The Chinese must view the outcome as a net plus. The primary objective was achieved; a secondary objective was to influence Kampuchea, which succeeded in the short term at least. Thirty thousand Vietnamese troops were withdrawn. Two downside impacts are noted: first, an impression of an aggressive People's Republic of China was embedded in some areas, most particularly Japan, and this impression may spill over to the Association of Southeast Asian Nations. Although Thailand seemed to be accommodating the Chinese, the Soviet‑Vietnam response remains uncertain. The question arises whether the Chinese can “win” over the situation in Kampuchea. The most likely way for the Soviet Union and Vietnam to attempt to recoup from this setback would be to complete the conquest of Kampuchea. Vietnam continued movement of forces to the north, with an estimated one hundred to one hundred fifty thousand troops in the Hanoi border area, including three division units from Kampuchea. Economic costs were noted in the PDB. It is unclear what the status of the Pol Pot regime is, or whether it can hold out until the rainy season. Vietnamese efforts clearly aim at sealing the border. The resolve of the Thai government under Prime Minister Kriangsak is uncertain. If Vietnam succeeds in suppressing guerrillas without harming rice planting, this would rule out a compromise solution and replace the challenge of the December twenty‑second deadline before the Chinese. If a decisive resolution in Kampuchea favors Vietnam, it could adversely affect Vietnam‑China talks and tempt the Chinese to apply new pressures.
