What did the declassified documents reveal?

Today we present a declassified Defense Intelligence Agency appraisal concerning force improvements in the Urumqi Military Region of the People’s Republic of China, dated October third, nineteen seventy‑nine. The document is notable because it details organizational changes, infrastructure projects, and strategic assessments of a region that borders the former Soviet Union, offering insight into U.S. intelligence analysis of Chinese military posture at the height of the Cold War. The appraisal was released to the public through a Freedom of Information Act request and uploaded to The Black Vault. The declassification authority was the Director of Central Intelligence, and the material was made available on the archive website archive.org. The full text can be accessed at the Black Vault entry for the document. The document begins with a heading identifying it as an intelligence appraisal for the Urumqi Military Region force improvements, produced by the Defense Intelligence Agency. It notes that the Urumqi Military Region encompasses China’s westernmost province, Xinjiang Autonomous Region, and shares a two‑thousand‑kilometer border with the former Soviet Union. The appraisal describes the geography as mountainous, separating the region from the rest of China, and remarks that Xinjiang has long been a theater of Russian and Chinese rivalry. It adds that the area may contain extensive mineral deposits, is sparsely populated, and is inhabited primarily by people of Turkic extraction who are ethnically similar to populations in bordering Soviet provinces. The text observes that these peoples have often been rebellious and troublesome, and that Chinese sensitivity is heightened by several nuclear and missile‑related installations within the military region. In the section on organizational changes, the appraisal records that in April, Wu Kehua, who had served as commander of the PLA Railway Engineer Corps from nineteen seventy‑five to nineteen seventy‑seven, was appointed commander of the Urumqi Military Region, succeeding his tenure as Chengdu Military Region commander since nineteen seventy‑seven. The document suggests that Wu’s appointment may be linked to ongoing rail construction in the Urumqi region. It also notes that Wu previously studied artillery in the Soviet Union from nineteen thirty‑nine to nineteen forty‑four and commanded the PLA Artillery Corps from nineteen sixty‑three to nineteen sixty‑seven, implying that his artillery background could influence the region’s defensive posture. The appraisal explains that the former Urumqi Military Region was divided into two military districts—Beijiang in northern Xinjiang and Nanjiang in southern Xinjiang. In January, China announced the formation of a new Dongjiang military district in eastern Xinjiang, apparently created by splitting the old Nanjiang district. The document interprets Dongjiang as likely serving as a rear support area for the Beijiang and Nanjiang combat units should forces…
