This is a declassified Central Intelligence Agency memorandum titled Prospects for Sino‑Soviet Rapprochement, produced by the National Intelligence Council in May 1982. The assessment is notable for its detailed analysis of the historical rivalry between China and the Soviet Union and for outlining United States policy options during a period of shifting Cold‑War dynamics. The document is hosted on the Black Vault archive at archive.org/download/us‑china‑intel‑CI02211/CI02211djvu.txt. The memorandum was released through the CIA Historical Review Program as part of its effort to make historical intelligence products publicly available. The declassification authority was the CIA Historical Review Program, and the full text was made accessible on the Black Vault website on the date of its upload. The release follows a standard FOIA‑type process, with the document cleared for public distribution after review by the National Intelligence Council and the Directorate of Intelligence. The document begins with a header indicating its classification and provenance: National Intelligence Council Memorandum, Confidential, NIC M 82‑10007, May 1982. China is determined to become a superpower, and the Soviet Union, on whose Asian borders China lies, will continue to try to prevent it from becoming one. China’s growing nuclear potential will make a Sino‑Soviet war and a significant Sino‑Soviet rapprochement even less likely, because the Soviet Union will become more vulnerable to Chinese nuclear weapons and China will therefore have less need for better relations with the Soviet Union. This unlikelihood will remain even though the near future is likely to bring some
