The Soviets would gain some confidence from a reduced sense of encirclement and a demonstrable policy success, but relations with the United States would remain Moscow’s central foreign‑policy concern.” The assessment continues with observations on domestic and ideological factors: “Mao’s leftist domestic policies and Moscow’s claim to primacy in the ‘socialist community’ give Beijing momentum toward what Moscow regards as Leninist orthodoxy. China will continue to act as a non‑aligned country, championing the Third World, and will not join major Soviet‑led institutions such as the Warsaw Pact. Nevertheless, Soviet and Chinese positions on Third‑World issues will move closer together.” On regional flashpoints the report states: “Progress in Kampuchea and Afghanistan will be difficult. Each side will continue to support its protégés while advising caution and compromise.
