What did the declassified documents reveal?

China – Economic Outlook for 1983, a Central Intelligence Agency intelligence assessment, May 1983. This document is notable because it offers a contemporary U.S. intelligence appraisal of China’s industrial, agricultural, and trade performance as the country entered the mid‑1980s. The source is archived at The Black Vault, https://archive.org/download/us-china-intel-CI02225/CI02225djvu.txt. The assessment was declassified and approved for release on November twenty‑seventh, two thousand seven. It was released under the authority of the CIA’s Directorate of Intelligence and made publicly available through a Freedom of Information Act request, cataloged on The Black Vault website. Key Judgments: Industrial output this year will continue to be constrained by energy shortages, transport difficulties, and planned cutbacks in investment. The agricultural sector, as of thirteen March nineteen‑eighty‑three, is expected to show some growth beyond the record performance of 1982, but slow progress on inflation and employment will make overall improvements in living standards difficult to achieve. With the 1981‑85 economic plan finally in place, Beijing is focusing mainly on improving efficiency and energy conservation. The central leadership will have to maintain steady pressure to implement its economic plan goals—especially industrial growth and energy‑efficiency targets—in the midst of a far‑reaching government reorganization. Planners have tightened central control over energy use, investment, and enterprise finances in an effort to avoid the unplanned fluctuations that have plagued the industrial sector for the past two years. The foreign‑trade sector will be boosted by a planned forty‑percent increase in imports. Declining world prices for oil and the possibility of a drop in domestic oil production will strengthen China’s interest in acquiring U.S. energy technology to support additional production capacity; oil exports account for twenty percent of China’s foreign‑exchange earnings. Despite currently large foreign‑exchange reserves and planned slow growth of exports, falling oil revenues may lead the Chinese to try to boost exports of other goods to the United States and elsewhere as the year progresses. Beijing’s planned record imports and current focus on energy problems should create opportunities for U.S. exporters to expand sales of machinery and technology. China’s imports of U.S. agricultural goods probably will decline, however, especially if the textile dispute remains unresolved. Overall, U.S.–China trade is likely to be down, and the trend toward a more even balance between U.S. and Chinese exports should continue. Economic Indicators (preliminary, plan): Macroeconomic indicators, gross value of output, billion yuan – Agriculture: two hundred fifty point zero (1980) to two hundred sixty point zero (1982); Industry: five hundred fifty‑six point ten (1980) to five hundred seventy‑eight point four (1982); Light industry: two hundred…
