Sino‑Soviet Exchanges, 1969‑1984 – a declassified Central Intelligence Agency historical review, dated April 1984, released as a sanitized document in nineteen ninety‑nine. It is notable because it charts fifteen years of diplomatic, military and cultural interaction between the People’s Republic of China and the Soviet Union, offering a benchmark for evaluating future developments in that relationship. The document was made public through a Freedom of Information Act request filed with the Central Intelligence Agency. It was released by the CIA Historical Review Program, with the declassification authority noted as the agency’s senior archival official. The full text is available from the Black Vault archive at archive.org, under the URL https://archive.org/download/us‑china‑intel‑CI02244/CI02244djvu.txt.
