We believe Moscow will adopt a tougher policy toward China over the near term, not make gestures to give new impetus to the dialogue. Nevertheless, the Soviets value the recent expansion of economic, political, and cultural contacts with Beijing and will continue to watch closely for signs of favorable trends in Chinese policy. China anticipated that a period of greater Sino‑Soviet friction would result from its decisions over the past year to solidify relations with the United States and Japan on an anti‑Soviet basis.
