What did the declassified documents reveal?

Directorate of Central Intelligence, China’s Technology Modernization Program: A Progress Report, January 1988. The assessment is notable because it offers a contemporaneous U.S. intelligence appraisal of how China was advancing its scientific, industrial, and military capabilities in the late‑1980s. The document was released to the public through The Black Vault, which hosts a scanned copy of the original CIA appraisal. The record is identified in the archive as a declassified intelligence appraisal, made available without further restriction. The full text can be accessed at the Black Vault URL. The document begins with a series of dissemination controls. It is marked N-O-F-O-R-N, not releasable to foreign nationals; P-R-O-P-I-N, indicating proprietary information; O-R-C, meaning the originator retains control over dissemination; and W-N-I-N-T-E-L, denoting that intelligence sources or methods are involved. The assessment notes that a microfiche copy is available from the Office of Legislative Reference. Summary of the appraisal: From Deng Xiaoping onward, Chinese officials have identified scientific and technological progress as a key to modernizing industry, agriculture, and national defense. The impact of technology on specific national development priorities has varied considerably. The military has filled several key gaps in areas such as ground‑force weapons, communications, remote sensing, and tactical and strategic missile systems by acquiring Western equipment and production technology and through indigenous development. Although China’s defensive position vis‑à‑vis the Soviet Union or the United States will remain largely unchanged, China’s improved capability to project power enhances its role as a regional military power. The impact of the science‑and‑technology reform program on the civilian economy is harder to gauge—it is one of many factors contributing to the economic progress of this decade—but it can be seen clearly in certain sectors. Beijing’s success in improving technology in textiles, petroleum, consumer goods, and light industry has been a major factor in increased foreign‑exchange earnings from textiles, oil, and arms. It has also begun to alter China’s imports and exports, as China has developed domestic substitutes for foreign consumer goods and has even begun to export production lines for black‑and‑white televisions and pharmaceuticals. The importation of production lines and the military production of civilian goods have increased the quality and variety of consumer goods available, contributing to an improved standard of living for the average Chinese. Agricultural impact has been less pronounced, but advances in plant and animal breeding, new cultivation techniques, and increased applications of pesticides and fertilizers hold potential for greater gains in the future. China has had little success in civilian applications of high‑priority, advanced‑technology sectors such as semiconductors, computers, and…
