The protests were initially critical of all of China’s top leaders; now, although still sporadic for the most part, they appear to be taking on an increasingly pro‑Zhao tone at the expense of Li Peng. The architect of China’s current economic retrenchment, Zhao, may be using the protests to widen the leadership division and complicate the government’s response. Beijing’s range of options is dwindling in any case. The government may continue making some conciliatory gestures, hoping the protests will lose momentum. If hardliners prevail, the use of force would risk turning the public against the entire Party leadership and even causing splits in the military and police, some of whose members at least sympathize with the students.
