What did the declassified documents reveal?

This is a declassified Central Intelligence Agency intelligence summary titled China: Trying to Calm Troubled Waters in Hong Kong, dated July twelfth, nineteen eighty‑nine. The document is notable because it records Beijing’s public‑relations effort and the internal dynamics of the Basic Law negotiations that were shaping Hong Kong’s future. The material was released to the public through The Black Vault website. It was obtained via a Freedom of Information Act request to the Central Intelligence Agency, and the declassification authority was the CIA’s Office of Information Management. The Black Vault posted the full text on its archive on the date indicated in the viewer, and the record is available online at the URL provided in the entry. The document reads as follows. “China has launched a public relations campaign in Hong Kong, but contentious negotiations over the Basic Law are likely to reinforce local doubts that Beijing will let the territory keep its present political and economic system after 1997. In his first meeting with Hong Kong leaders, new Chinese Communist Party General Secretary Jiang Zemin told members of the Basic Law Consultative Committee yesterday that Beijing is committed to maintaining the territory’s capitalist system. Beijing also announced that it will agree to extending the time allotted Hong Kong residents to voice their opinion on the territory’s future government. Local businessmen and politicians, however, continue to voice pessimism over Hong Kong’s future. A Hong Kong bankers’ association has asked London to negotiate an extension of the original lease of Hong Kong and the New Territories to the United Kingdom, which they believe will restore local business confidence. Local supporters of the democracy movement are ignoring China’s demands, they say, and continue to channel funds to pro‑democracy organizations inside China. Some analysts and Xu’s comments are little more than boilerplate and probably do not signal any willingness to strengthen guarantees of Hong Kong’s autonomy after 1997. Negotiations over the Basic Law are likely to become even more difficult and contentious. Continued and occasionally defiant local support for pro‑democracy groups in China could prompt Beijing to toughen its position, reaffirming popular fears in Hong Kong about the reliability of China’s promises.” The Black Vault’s editorial summary, which accompanies the record, states: “The document provides a snapshot of Chinese official rhetoric in the early stages of the Basic Law drafting process, highlighting both the public assurances given by senior leaders and the underlying skepticism among Hong Kong’s business community. It reflects the tension between Beijing’s desire to project stability and the local concerns about the…
