COMMENT: THE INTENSIFIED CRACKDOWN IS CERTAIN TO SEND A DEEP CHILL OF FEAR THROUGH THE POPULATION AND AROUSE STRONGER RESENTMENT AS WELL. THE REGIME CLEARLY HOPES THE THREAT OF ADDITIONAL ARRESTS AND EXECUTIONS WILL IMMOBILIZE ANY OPPOSITION, WHETHER FROM DISAFFECTED OFFICIALS OR FROM THE GENERAL POPULATION. GOVERNMENT AUSTERITY MEASURES, INCLUDING PAYING WORKERS IN PART WITH GOVERNMENT BONDS, AND AN INFLATION RATE OF AT LEAST 25 PERCENT ARE LIKELY TO INCREASE RESTIVENESS DESPITE THE NEW REPRESSIVE MEASURES.
