What did the declassified documents reveal?

The CIA intelligence summary titled “Negotiations to Resume – Hong Kong and the United Kingdom” dated August second, nineteen eighty‑nine, is a brief assessment of diplomatic activity surrounding the future of Hong Kong. It is notable because it records U.S. intelligence observations on the interplay between Beijing, London, and Hong Kong during a critical period before the 1997 handover. The document is hosted at The Black Vault. The record was released through a Freedom of Information Act request filed with the Central Intelligence Agency. The full document became publicly available on September twenty‑third, two thousand ten, under the agency’s declassification authority for historical intelligence products. The release is part of the CIA’s ongoing FOIA program, which makes historical records accessible to the public. The document reads as follows: “2 August 1989 – CIA – Negotiations to Resume – Hong Kong‑UK: The announcement on Sunday that China and the United Kingdom will resume negotiations on the future of Hong Kong next month will buoy local confidence temporarily at most. London had postponed a scheduled June meeting of the negotiating group handling the return of the colony to Chinese sovereignty because of Beijing’s crackdown on pro‑democracy demonstrators, and the plan is now for the group to meet twice before the end of the year. Next month it probably will discuss UK proposals to bar the Chinese military from Hong Kong and Beijing’s agreement to guarantee human rights in Hong Kong’s Basic Law. Last week British Foreign Secretary Major asserted it was Beijing’s responsibility to restore confidence in Hong Kong by accepting these measures, according to press reports. In the past month Beijing has tried to ease the fears of Hong Kong residents by restating its commitment to maintain Hong Kong’s present system and by inviting members of the Basic Law Drafting Committee to talk with top leaders in Beijing—with little success. A recent public‑opinion poll indicates most Hong Kong residents believe China will not tolerate Hong Kong’s free‑wheeling press or relatively open political process after 1997. Reports that China is pressing the United Kingdom to restrict the activities of pro‑democracy groups in Hong Kong, the slump in the local stock and property markets, and infighting between political interests are feeding the anxiety. The renewal of consultations on the colony’s future may ease local fears temporarily. Beijing, however, is embarrassed and angered by Hong Kong’s continuing support for the pro‑democracy movement and is unlikely to make any concessions it believes will weaken China’s control of the territory after 1997.” The Black Vault’s entry for this file describes it as follows, verbatim: “This is a CIA intelligence summary from August 1989 that discusses the resumption of negotiations between China, the United Kingdom, and Hong Kong regarding the colony’s future. The text reflects U.S. intelligence assessments of political…
