COSTIND “is directly responsible to both the State Council and the Chinese Communist Party Military Commission for coordinating and supervising research, development, testing, and release for production of weapons and equipment for national defense.” It also “shares production quality control responsibilities with the PLA.” The majority of defense production plants, factories, and export‑import companies are subordinate either to the PLA or to one of three national ministries: Machine‑Building and Electronics Industry, Aerospace Industry, and Energy Resources. Additional major entities include the China State Shipbuilding Corporation and China Electronics Industry Corporation, both regarded as ministry‑level organizations.
