The document reads as follows. “Secret. No foreign dissemination. Biographic sketch – China: Lieutenant General Zhang Wannian, May 1993. Name: Lieutenant General Zhang (pronounced jahng) Wannian (born August nineteen thirty‑four). People’s Liberation Army. Position: Chief, PLA General Staff Department since October nineteen ninety‑two; member, Communist Party of China Military Commission since October nineteen ninety‑two; member, Central Military Commission of the People’s Republic of China since March nineteen ninety‑three; and Communist Party of China Central Committee full member since November nineteen eighty‑seven. Significance: As Chief of the General Staff, Zhang exercises administrative control over the PLA and has the leading responsibility for armed forces operations. Zhang is the equivalent to the United States Chairman, Joint Chiefs of Staff. The General Staff Department implements the decisions and policies of the Military Commission. As a joint staff, the General Staff Department is concerned with formulating national defense strategy, developing military doctrine, and forecasting armed forces equipment and manning requirements. In addition, the General Staff Department serves as the national headquarters of the PLA’s ground forces, the prominent service in China. At sixty‑four, Zhang adds strong military credentials to the post of Chief of General Staff. He is a respected professional with a background in both operations and command. With the Military Commission push toward qualitative force modernization, creation of rapid reaction forces, and emphasis on education and training, Zhang stands out among PLA commanders with his demonstrated performance in Guangzhou and Jinan Military Regions. He brings proven combat experience, strong professional credentials, recognized leadership qualities, a solid military education, and strong ties to respected generals who are currently in decision‑making positions. He is the ideal candidate to oversee the PLA move toward coordinated operations by ground, naval, and air units. Politics: Zhang is widely regarded as a capable professional soldier. This inimical relationship, however, is typical between commanders and commissars as they keep watch on each other.
