The goal of the visit was to continue progress made in Secretary of Defense discussions with General Chi in Washington and to give the delegation an opportunity to decompress an intense two‑week itinerary in the United States. 2. Climate: General Chi and his party arrived in good spirits, eager for discussions and visits, particularly to Sandia. Their own accounts indicated superb organization and orchestration of the trip. Rapport with General Xiong Guangkai appeared strong. All discussions were candid with minimal lecturing from either side. Social events were warm, beneficial, and enjoyable—local political figures, following the cue of Senator Inouye, did not participate.
