The document, a memorandum for Mr. Thomas Parrott of the Executive Office of the President, is titled "Chinese Nationalist Maritime Activities Against the China Mainland." It reads: "This memorandum contains a summary of available information on activities along the China coast. Missions conducted by the Intelligence Bureau of the Ministry of National Defense. During October, the IBMND dispatched approximately eight maritime teams against points along the Kwangtung coast for missions which were apparently intended to collect intelligence and assess resistance potential. The teams consisted of about a dozen men each. The first four teams were launched during early October against the points indicated on the attached map as one, two, three, and four. The following is an approximate reconstruction of events: (a) Team Number One survived for four or five days. About half of its members were killed and the other half captured. [four lines redacted under exemption B1]. (b) Team Number Two: one Nationalist was killed, five captured and the remainder 'driven away.' (c) Teams Number Three and Number Four: One of these landed on a small island neighboring Hong Kong. The other team states that dead Communist-uniformed soldiers were observed on Pinghai Peninsula. The second four teams were launched during late October and are indicated on the attached map as five, six, seven, and eight. No further information has been received on these teams.
