The pattern established by these violations is related to US offensive air activities (ROLLING THUNDER) in the northeast section of NVN. 6. Our radar and communications systems for providing warning to friendly aircraft approaching the CHICOM border have been progressively improved during the past 14 months. 7. I believe that adequate steps are being taken to prevent future violations of CHICOM airspace. All personnel are aware of the extreme sensitivity of this subject.
