What did the declassified documents reveal?

Cold Open: This is a declassified memorandum from the Joint Chiefs of Staff, dated February 17, 1968, regarding Chinese Communist airspace violations. The document, CM-3024-68, is a Top Secret report that details incidents of airspace violations by Chinese Communist forces during the last year. The report is part of a larger collection of declassified US Intelligence on China, released through The Black Vault. Provenance: The document was declassified under Executive Order 12356 and released through The Black Vault, a non-profit organization dedicated to declassifying government records. The document is part of a collection of records related to US Intelligence on China, cataloged as CI01854. The Document: Memorandum for the Secretary of Defense, Subject: Chinese Communist Airspace Violations 1. Reference is made to a White House memorandum, dated 14 February 1968. This memorandum informs you of the results of the investigation of Chinese Communist airspace violations during the last year and actions designed to avoid the likelihood of future violations. 2. Enclosure A is a report of the 14 February 1968 airspace violation at Hainan Island, including a report of the debrief of the pilot of the surviving aircraft. The attached maps show the planned route of flight and the reconstructed flight track of the A-1 aircraft. 3. I concur with the conclusions contained in Enclosure A, and consider that the action taken by CINCPAC in establishing more southerly boundaries for transiting single-engine aircraft will assist in reducing the likelihood of future violations of Hainan Island airspace. 4. Enclosure B contains a chronological listing of four Hainan Island airspace violations during the last 12 months. A review of these incidents clearly reveals, in each instance, human error to be the primary cause. 5. Enclosure C lists three CHICOM/NVN border violations during the past 12 months. The pattern established by these violations is related to US offensive air activities (ROLLING THUNDER) in the northeast section of NVN. 6. Our radar and communications systems for providing warning to friendly aircraft approaching the CHICOM border have been progressively improved during the past 14 months. 7. I believe that adequate steps are being taken to prevent future violations of CHICOM airspace. All personnel are aware of the extreme sensitivity of this subject. Context: The Joint Chiefs of Staff report concludes that human error was the primary cause of Chinese Communist airspace violations during the last year. The report also notes that the US has taken steps to improve its radar and communications systems to prevent future violations. Outro: This is what the public record looks like at its most ordinary. The Joint Chiefs of Staff report on Chinese Communist airspace violations provides a glimpse into the complexities of military operations during the Vietnam War. To learn more, visit storyflo.com.
