It is notable because it details the launch, flight, and recovery attempt of the D‑21 TAGBOARD drone, and it provides the first official account of the mission’s outcome. The record is hosted on The Black Vault archive. This memorandum was released to the public through The Black Vault website. The document was uploaded as part of a broader declassification effort by the Central Intelligence Agency, with the declassification authority listed as the CIA’s Directorate of Intelligence. The release date is reflected in the archive entry, and the material is available for public download. The memorandum reads as follows: “MEMORANDUM FOR THE HOLDERS OF SPECIAL OVERVIEW SUPPLEMENT Subject: TAGBOARD Mission Resume The D‑21 (TAGBOARD) drone reconnaissance mission scheduled for December 1970 was executed on December seventeenth, nineteen seventy. The drone launched from the B‑52 mother‑ship on schedule at seventeen zero nine four two, and flew the programmed route over South China precisely as programmed. The recovery package ejected at the proper location on time at seventeen zero two five two. The C‑130 recovery forces sighted the drone recovery package electronically and visually, and reported that the package was descending ‘at a very high rate.’ Although in position above and below cloud cover, the recovery forces were unable to successfully catch the package as it passed through the clouds and impacted in the water. Initial indications are that the recovery package impacted with the water at a high rate, probably broke up and sank. The surface recovery ship in the projected recovery area did not sight the package, but will continue search operations jointly with the C‑130 aircraft. Preliminary COMINT reflections indicate that the CHICOM air‑defense radars possibly tracked the drone during the most northern portion of its route for approximately seven minutes, beginning forty‑five minutes after launch. Rear Admiral J. C. Dorr, Deputy Director for Operations, National Reconnaissance Office, and associated review staff have completed their assessment.” The Black Vault’s editorial note accompanying the release states, verbatim: “The document is a declassified CIA memorandum describing the execution and outcome of a TAGBOARD drone mission over South China
