What did the declassified documents reveal?

Command History, 1971, Volume One, Section IV – Reconnaissance, a declassified Central Intelligence Agency record concerning United States Pacific Command intelligence activities in the early 1970s. The document is notable because it details operational adjustments to aerial reconnaissance over the China coastline and policy decisions on reconnaissance escort, high‑altitude drone use, and intelligence collection in Korea. The record was released through The Black Vault, uploaded on the archive.org site under the identifier CI01970. The declassification notice in the document states it was declassified on July twenty‑second, nineteen seventy by authority SEC 3.1 6.0 12958. No foreign‑national release was authorized. The source is the original CIA command history file, now publicly accessible at the Black Vault URL. Section IV begins with a summary of Peacetime Aerial Reconnaissance Program, abbreviated PARPRO. In 1971 the program continued, but cutbacks were imposed. In March, the commander of the United States Pacific Command, abbreviated CINCPAC AF, requested that the requirement to maintain fighter aircraft on alert at Tainan Air Base, Taiwan, be reconsidered. Those fighters had been on alert since June 1969 to support PARPRO flights along the coastline of Communist China in the South China Sea, yet they had never been scrambled for that purpose. When Chinese forces reacted to PARPRO aircraft in the North Yellow Sea, fighters based in Korea, not Tainan, were scrambled. CINCPAC agreed with the rationale, though he noted the timing was inopportune because of ongoing Southeast Asian operations that the Communists might view as hostile. On twenty‑seven May, CINCPAC recommended to the Joint Chiefs of Staff that the Tainan alert be discontinued; approval was granted on five June, with termination at CINCPAC’s discretion. The alert was terminated at one‑zero‑zero‑zero‑zero‑Z on June one, nineteen seventy‑one. The record then addresses reconnaissance escort requirements. On thirty‑one March, the commander of United States Military Assistance Command, Vietnam, abbreviated COMUSMACV, requested authority to conduct manned reconnaissance missions in the Rolling Thunder Route Package I area without armed escort, to be used case‑by‑case after risk assessment. CINCPAC, awaiting a pending request for extension of Southeast Asian air operational authorities, withheld approval. On thirty‑April the Joint Chiefs of Staff extended the air operating authorities. After reviewing the extensions, CINCPAC determined there was no conflict and, on seven May, approved unescorted, manned, tactical reconnaissance flights for the Seventh Air Force in Route Package I on a case‑by‑case basis. Armed escort remained at the discretion of COMUSMACV based on relative risk. The document also records a review of high‑altitude photo capability. Recurring high‑altitude drone losses in Southeast Asia prompted the Joint Chiefs of Staff in August to evaluate the platform requirement and…
