This document contains information affecting the national security of the United States within the meaning of the espionage laws, United States Code Title eighteen, sections seven ninety‑three, seven ninety‑four and seven ninety‑eight. The law prohibits its transmission or the revelation of its contents to an unauthorized person, as well as its use in any manner prejudicial to the safety or interest of the United States. It is to be seen only by personnel specially indoctrinated and authorized to receive information in the designated control channels. Its security must be maintained in accordance with regulations pertaining to the TALENT‑KEYHOLE and Communications Intelligence controls. No action is to be taken on any communications intelligence which may be contained herein, unless such action is first approved by the appropriate authority. Exempt from general declassification schedule of Executive Order eleven six five two, exemption category five B, classified by five seven zero zero one, declassified only on approval of the Director of Central Intelligence. [redacted] Summary and Conclusions. 1. If the volume of goods that came in by sea to North Vietnam before May 1972 were shipped overland across the People’s Republic of China, the Chinese transportation system could handle the additional tonnage with only small disruption of domestic traffic. 2. The most important route, assuming the Soviet Union continued to be North Vietnam’s principal supplier, would be the direct rail route from the Soviet Union across China to Hanoi. Traffic using this route would enter China at the rail trans‑loading point of Man‑chou‑li, then move over the main Chinese north‑south rail line through Harbin, Peking, Cheng‑chou and Wuhan, eventually reaching the North Vietnamese border at Ping‑hsiang or possibly Ho‑k’ou. An alternative route would be across Mongolia to the Erh‑lien‑hao‑t’e trans‑loading point, then over to Peking and south as on the first route. 3. Chinese ports and related rail lines might also be used to move supplies to the border of North Vietnam. Re‑routed ships would probably use the southern Chinese ports of Chan‑chiang and Canton.
