PRC: REPUDIATION OF LIN PIAO MOVES INTO THE OPEN The recent revelations to foreigners about Lin Piao’s fall – Mao’s statements and those of Chinese officials in several embassies – indicate that Peking is now trying to tie up the loose ends from Lin’s purge and put the internal political situation on a more normal footing. The regime’s mounting strength and self‑confidence have also been signaled by the August first Army Day editorial and leadership turnout, and by increasing rumors of an upcoming Central Committee plenum and National People’s Congress. Formidable problems remain, but the regime at last appears to be moving into a period of political consolidation – probably as a result of the top leadership meetings in May and June. Disclosures focus on foreign policy. Perhaps the most significant aspect of the statements to foreigners about Lin’s purge was the identification of foreign policy, implicitly policy toward the United States, as a main issue of contention between Mao and Lin. We still believe, and the evidence still suggests, that Mao’s comments concerning Lin’s purge, as reported in the press, were made to Prime Minister Bandaranaike of Sri Lanka and Foreign Minister Schumann of France. This report was produced by the Bureau at the working level; it has not been coordinated elsewhere. The classification markings indicate, however, that foreign policy furnished only the flash‑point last fall in a confrontation over primarily domestic questions – the succession, Lin’s growing personal power network, and army‑civilian relations. The official, if inaccurate, emphasis on foreign policy as a big factor in Lin’s purge, and Mao’s reconfirmation that he stands solidly behind the new foreign‑policy line, may therefore have been meant to mark the line’s permanence and further cut the ground under any remaining domestic opponents. The revelations as a whole could have been intended to signal to other governments Peking’s new stability and strength, while sharpening its image of moderation.
