Although dramatic, differences over foreign policy—for example, whether China should seek improved relations with the United States and/or the Soviet Union—have apparently not been central to the purge. Certain differences do seem to have been present concerning the style and pacing of domestic policies; but, by and large, behind the political‑military struggle for power, questions of policy have been weapons used to attack and undermine domestic adversaries, rather than matters of substantive difference.” The report continues, noting that its authors benefited from comments and contributions of a number of other offices of the Central Intelligence Agency, but that the judgments expressed are essentially those of the author, Philip Bridgham, Chief of the Special Research Staff. It invites further comments to be addressed to the author. In the summary section the report observes: “In very broad and somewhat simplified terms, the origin of the purge of Lin Piao’s ‘conspiratorial clique’ is believed to be the same as the origin of the Cultural Revolution—Mao Zedong’s conviction that he would have to remove his designated successor as the leader of a ‘disloyal opposition’ in order to regain control over the political apparatus in China. Demonstrating the difficulty of delegating power within China’s political system, the Cultural Revolution and the Lin Piao affair have been, in essence, struggles for control of the political apparatus between Mao and his designated successors.
