Peking’s minimal demand was that Moscow drastically reduce and pull back its forces along the border. During nineteen seventy‑three such Soviet harassment had increased. The strong concentration of Soviet forces north of the border forced Peking to entertain the possibility of a Russian thrust such as a successful invasion of Czechoslovakia or even a nuclear strike to erase Chinese nuclear capability. Both countries appeared to seek to avoid a broader conflict. The People’s Republic of China continued to prepare for the remote possibility of a Soviet attack. Its troops were deployed in depth in an apparent defensive posture. The Soviet Union’s overall strength threatened not only the Pacific Command but also potential adversaries worldwide. In strategic forces, Russia possessed one thousand six hundred and fifty‑seven intercontinental ballistic missiles, eight hundred and seventy‑five medium and heavy bombers, and sixty‑three ballistic missile submarines with six hundred and four missiles. Soviet ground forces consisted of about one hundred and sixty‑seven thousand troops, organized into motorized rifle divisions, tank and airborne divisions, and wartime Front organizations each comprising four ground armies and a tactical air army.
