He also stated that China's nuclear weapons program has foundered and that the program is marking time because Mao Tse-tung has cancelled all the nuclear projects started when Lin's downfall. The current hiatus in the preparations for another test at Lop Nor is not unusual for this time of year. The construction of the gaseous diffusion plant and the reactor complex in Szechwan Province has continued without apparent interruption, and the production of plutonium at Yu-men and U-235 and Lan-chou has not stopped. It is inconceivable that nuclear weapon production would have stopped, particularly in view of the deployment of the CSS-1 and CSS-2 missiles and the need for warheads for these systems.
