The dynamics of the policy process among these few survivors are an enigma to the outsider. To the Chinese public and foreign observers alike, the process is perceived as a virtuoso performance by Premier Zhou En‑lai. Premier Zhou apparently manages, almost single‑handedly, the operation of both domestic and foreign affairs, while Chairman Mao’s role is largely confined to that of supreme arbiter on major policy and personnel decisions.
