TORONTO – Canada faces a public-safety threat from criminal networks that recruit young people, supply weapons and pay recruits to commit acts of violence. Investigations examined by The Bureau have exposed connections to international drug trafficking, foreign-directed attacks and serious corruption inside Canadian institutions.
The shooting and hammer attack on David Morton’s family in Toronto’s Bridle Path neighborhood could bring the urgency of that threat to a much wider Canadian audience.
Three members of Morton’s family were shot. All four were injured. The attack unfolded inside their home in the early morning hours, drawing international attention.
Morton, a 75-year-old real estate executive, survived alongside his wife and two adult daughters. In a statement after the attack, he described the family’s recovery before expressing concern that extended much further.
They were, he said, “deeply concerned about the increasing violence associated with home invasions and the safety of families throughout Toronto.”
Police have identified Daijohn Richards, 23, of Toronto, as one of three suspects. At a Saturday news conference, Insp. Kristy Smith said investigators believe an accomplice accidentally shot Richards during the home invasion. Richards later walked into a Toronto hospital with a gunshot wound.
Police have faced questions about why Richards was allowed to leave hospital. On Saturday, Smith said police had no grounds to arrest him before he disappeared.
Investigators are also seeking two other suspects, described as wearing dark clothing and possibly in their 20s. Police consider all three armed and dangerous and have urged anyone with information to contact investigators rather than approach them.
Sadly, the combination of young suspects, firearms and violence targeting homes, businesses, places of worship and government buildings has become familiar in Canadian crime reporting. Whatever the motive, such attacks spread fear far beyond their immediate victims.
By late October, Toronto police had recorded 119 home invasions this year, up more than 30 percent over the same period in 2025. Police data cited in reporting earlier this year showed 149 incidents and 231 victims in 2024, a decade-high victim count.
Reporting also described a shift toward houses, with affluent neighborhoods experiencing increases and investigators warning of criminal rings recruiting young people online.
Elsewhere in the Greater Toronto Area, the Ontario Association of Chiefs of Police reported a 145 percent increase in York Region home invasions between 2021 and 2023. Peel’s budget documents recorded a 306 percent increase when comparing the first nine months of 2024 with the same period in 2023.
Toronto police have not publicly established that the Bridle Path attack was commissioned by a criminal organization or connected to the investigations examined here. Across numerous other cases, however, young people have been accused of carrying out violence arranged through intermediaries whose identities and clients can be much harder to establish.
Over the past year, The Bureau has examined this criminal economy through reporting on the alleged corruption and assassination conspiracy exposed in Project South, violence surrounding the towing industry, and investigations into shootings at the United States consulate and Jewish institutions.
In June, Constable Marc Pinizzotto, a Toronto tactical officer, was killed while executing a search warrant connected to the U.S. consulate shooting investigation. A 19-year-old was subsequently charged with first-degree murder.
In August, police announced charges against a 19-year-old and a 15-year-old over another shooting at the American consulate. Investigators said they believed the pair had been offered payment through encrypted messaging applications.
In June, Toronto police said two seized handguns had been linked to at least 27 shootings across the Greater Toronto Area, likely fired by several different shooters. Young recruits, investigators said, were hired through encrypted messaging applications and had to film each attack to get paid.
The recruitment of young people also extends beyond southern Ontario.
A Winnipeg police inspector involved in a drug investigation touching the Hells Angels, Wolfpack Alliance and a Mexican cartel has described associates recruiting boys to sell drugs in remote communities, insulating the organizers from the risks borne by those sent north.
Thunder Bay police have reported numerous arrests of Toronto boys as young as 14 in cases involving guns, fentanyl and cocaine, and CBC’s The Fifth Estate has documented recruits as young as 12.
The use of young recruits also appears in investigations involving home invasions, commercial disputes and alleged assassination plots.
Peel police charged six adults and six youths in an investigation involving 17 violent home invasions and jewelry robberies. In Project South, court records describe an alleged contract to murder a senior corrections official arranged through aliases on an encrypted messaging application. Two youths are among those charged in that conspiracy.
Project South has also produced allegations of extortion, a Toronto police officer selling confidential information to criminals, and shootings connected to the towing industry. As The Bureau has reported, court filings identify links between people accused in the investigation and an alleged member of Ryan Wedding’s trafficking network. American prosecutors allege that Wedding’s organization moved large quantities of cocaine into Canada through Mexican cartel supply chains.
The extortion campaign targeting South Asian families and businesses reveals another version of this recruitment model.
As The Bureau reported in May, Peel police arrested 17 men in an investigation involving the international For Brothers network. Investigators attributed 16 incidents, including shootings and arson, to the network, accounting for 324 rounds fired. Police described connections extending into British Columbia, the United States and India.
In related reporting, The Bureau documented investigators’ allegations that the transnational Indian Bishnoi mafia and similar networks — some linked to geopolitical objectives, according to intelligence reports — exploit immigration fraud, Canadian education providers and employment arrangements to recruit or coerce vulnerable young Indian migrants into extortion and shooting squads.
The recruitment methods differ, but intermediaries again arrange assignments while recruits carry out the violence. These findings demand scrutiny of the immigration controls, fraud enforcement and prosecution capacity that should prevent such networks from establishing themselves.
At another end of this market are foreign clients.
As The Bureau reported in May, American prosecutors allege that a commander of an Iranian-backed Iraqi militia claimed the March consulate shooting and an attack on a Toronto synagogue as the work of his operatives. The same complaint alleges that the network paid for attacks through currency exchange houses, and that the commander tried to hire what he believed was a Mexican cartel operative to burn synagogues in the United States.
Last week, a CBC News investigation tied about a dozen politically motivated gun-for-hire shootings in the Toronto area, at synagogues, a school, businesses and the consulate, to apparent Iranian financing. Toronto police have described links among the attacks but have not established who commissioned or paid for them.
Canada’s response must be capable of reaching these networks from top to bottom.
Youth justice is part of that challenge. Police have warned that organized criminals recruit teenagers, and the lighter penalties generally available under youth law deserve examination as a possible incentive for those directing them. The question is whether the system protects the public, holds serious violent offenders accountable and effectively prosecutes the adults exploiting young recruits.
Critics also describe a revolving door in which suspects accused of serious violence are released pending trial, arguing that bail rules and supervision fail to adequately protect communities. Those concerns require examination of individual release decisions, including how courts assess repeat violence, access to weapons and the risk of continued involvement with criminal organizations.
The same test applies higher up these organizations.
Canada lacks an equivalent of the American Racketeer Influenced and Corrupt Organizations Act, with its particular approach to prosecuting racketeering enterprises.
The stakes include the lives of the young people drawn into this criminal economy.
On March 27, 2025, 15-year-old Jay’siiah Webb-Long left his family’s Brampton home carrying a duffel bag that appeared nearly empty. His mother has said that after he disappeared, someone sent her photographs of him holding stacks of cash, and that she concluded he had been sent far from home to make money. Police later traced him to Pelican Narrows, Saskatchewan, roughly 3,000 kilometers away.
On May 13 this year, human remains were found near a sewage lagoon outside the community. An autopsy confirmed they were his. No one has been charged.
Are the cases examined here necessarily connected to the horrific violence suffered by the Morton family? The Bureau makes no such claim.
What the documented cases establish is a recurring practice of recruiting young people to carry out dangerous criminal assignments while the organizers remain at a distance. The Bridle Path investigation must establish who was responsible for that attack and whether anyone stood behind them.
