According to the Lowy Institute, the Sovereign Citizen Movement is a collective rejection of the legitimacy of government authority and the democratic rule of law. Sovereign citizens have promoted delegitimising narratives against democracies, created alternative structures of authority, committed acts of political violence, fomented civil unrest, engaged in violent confrontations with law enforcement, and threatened elected officials and high office holders.

The sovereign citizen movement has spread from the United States to more than 26 countries globally. Covid restrictions and digital networks accelerated its growth and created dangerous intersections with other conspiracy movements.
The sovereign citizen movement has grown beyond a nuisance, escalating into a national security challenge for many countries around the world.
The transnational threat of the movement requires multilateral intelligence coordination, online interventions to counter influencers, narratives, and networks, and globally informed threat assessments.

Lynne is a published author of Integral Healing (2014) and member of the Editorial Review Board on the Journal of Integral Life Practice. She has presented for Continuing Legal Education for the Women Lawyers in Bergen, and Slipper Rock University Law Enforcement Officer Training, and will be presenting at the International Cultic Studies Association this summer.
Her areas of practice included criminal, family, business, and finally special education law before ending her litigation practice in 2020 owing to COVID. She has been honored by the NJ State Legislature for her efforts on democracy education while teaching law and government.
In addition to other honors, she was a member of the NJ Character Education Commission.

She was a lecturer, pre-law advisor and criminal justice internship coordinator at Rutgers University from 2006 to 2011. She has lectured on Sovereign Citizens to the Bergen County Bar Association, and on the new e-bike legislation at the 2026 New Jersey State Bar Association Annual Conference.
She is currently Senior Counsel with Gordon Rees Scully Mansukhani.
