The News: What is Happening?
Lianyong Wei entered federal immigration custody Aug. 22. The next morning, a corrections officer found him unresponsive during routine checks at a Saipan detention facility in the Northern Mariana Islands, a U.S. territory, ICE said.
Wei, a 51-year-old Chinese national, was taken to the Commonwealth Health Care Corporation emergency room and pronounced dead at approximately 7:30 a.m. on Aug. 23. His cause of death remains under investigation.
ICE’s published detention standards call for newly arrived detainees to receive an initial medical, dental and mental-health screening within 12 hours. NPR asked the Department of Homeland Security whether Wei received that screening. DHS did not answer, instead telling NPR that “Comprehensive medical care is provided from the moment individuals arrive and throughout the entirety of their stay.”
The public record does not establish that Wei died because of anything that happened in detention, that officials denied him medical care or that the screening was skipped. But the unanswered question comes as reported deaths have risen sharply. According to NPR’s review of ICE detainee-death notifications, Wei was the 57th immigrant detainee whose death had been reported by ICE since President Trump began his second term and the 24th since Jan. 1.
Wei was arrested on Aug. 21 by Northern Mariana Islands authorities after allegedly attacking a family in its home, ICE said. Local officials listed assault-related charges. ICE said Wei’s lawful immigration status had ended in 2019 and that he was taken into custody the next day pending removal proceedings. The Northern Mariana Islands Department of Corrections said it was reviewing procedures after his death and would take corrective action if necessary.
Wei’s death came after a year of sharp growth in immigration detention. Human Rights Watch and Physicians for Human Rights found that the detained population grew 77 percent between January 2025 and January 2026, from roughly 40,000 to more than 71,000. Adjusting for population size, the researchers calculated that the annualized mortality rate rose 138 percent and was nearly four times the Biden-era rate. KFF separately counted 33 deaths among people in ICE custody or detention in 2025, compared with 11 in 2024.
