Jared Kushner, one of President Trump’s principal envoys seeking an end to Russia’s war in Ukraine, has portrayed Kyiv’s refusal to withdraw from territory it still controls as a central obstacle to completing a peace agreement.
Speaking at the Yalta European Strategy conference in Kyiv on Sept. 11, Mr. Kushner described a territorial line presented by President Vladimir V. Putin during talks with American officials in Moscow six days earlier, according to the Kyiv Independent, which linked to video of the panel.
He said that if Ukraine withdrew to that line, much of the rest of the proposed agreement could be put into place. Ukraine, he said, has not agreed to do so.
The dispute is not simply about freezing the war along existing battle lines. Reuters has reported that Moscow wants Ukraine to withdraw from remaining Ukrainian-held territory in the eastern Donbas, which Russia claims but has failed to capture despite years of fighting. The fate of that territory remains one of the major differences separating the two sides.
Ukraine has rejected that demand while leaving open a different possibility: halting hostilities along the front without legally ceding territory.
