Good morning.
Washington’s newest stablecoin strategy isn’t to defeat the banks that fear deposit flight but to recruit them, betting that the fastest way to end the yield war is to give every Main Street lender a token of its own.

HEADLINE
**State of play: **By inviting community banks to issue their own stablecoins while the banking lobby fights to curb stablecoin yield over deposit flight fears, the OCC is effectively telling smaller lenders to compete with the threat rather than legislate it away.
The OCC urged community banks to apply directly or through subsidiaries as permitted GENIUS Act issuers, framing it as part of its Community Bank Comeback agenda.
Federal approval requirements take effect January 18, 2027, though the OCC has yet to open applications pending paperwork clearance.
Existing issuers filing substantially complete applications by that date can request temporary waivers to keep operating during review.
The Independent Community Bankers of America has sued the OCC for exceeding its authority in granting trust charters to crypto firms.
Senator Elizabeth Warren has demanded the OCC justify chartering nine crypto-focused institutions she says pose systemic risk.
**What’s Next: **The OCC will open applications once federal paperwork approval clears, ahead of the January 18, 2027 compliance deadline.
**Why it Matters: **Community banks are the loudest critics of stablecoins, and the OCC is now offering them a seat at the table instead of a veto.
**Our Take: **Few community banks have the tech or scale to issue alone, so the real winners will be the white-label infrastructure vendors who sell them stablecoins in a box.
