Katie Wiles asked her colleagues to protect her. "I'm trusting you guys to protect me," she says on the recording. "When I get this draft over to you, it goes nowhere without you guys" clearing the metadata, "because somebody will look for who made the edit." The draft, U.S. sources say, was a victory speech for Milorad Dodik, the Bosnian Serb separatist Trump freed from sanctions a year ago, and Wiles is a partner at Continental Strategy, the Washington firm Dodik's government pays $35,000 a month. Her mother, Susie Wiles, was the White House chief of staff.
The audio comes from Klix.ba, the Sarajevo news site, which published it on Oct. 26 and says it was recorded at "one of the meetings" at Continental in early October, the week Bosnia voted. Narativ downloaded the clip and transcribed it; the words above are hers, in English. Klix's U.S. sources identified the client as Dodik and the document as his speech after he declared his party's victory. On Oct. 4, speaking to supporters in Banja Luka, Dodik declared victory "at all levels," thanked Putin, and credited Trump: "If it hadn't been for Trump's magnificent victory, we would probably be political corpses today."
Continental's position, given to CBS and the Financial Times in October: "She is not a lobbyist. She does not represent Srpska." Her name is on none of the firm's foreign-agent filings; the registered agents for Republika Srpska are Alex Garcia and Carlos Trujillo. Her mother held the chief of staff's office from the first recording to the last, and until Friday.
Here is the scandal the tape sits inside. Republika Srpska is the Serb half of Bosnia, carved out by the 1995 Dayton peace the United States brokered, and Dodik has spent a decade trying to walk it into Moscow's orbit; Treasury sanctioned him in 2017 and Biden widened the sanctions in 2022. On Oct. 29, 2025, a day after Dodik met Russia's foreign minister, Trump's Treasury took him and 47 others off the list. Since January 2025 Republika Srpska has paid at least $8.9 million to 11 Washington firms, by the investigative outlet OCCRP's count of the filings: Michael Flynn and Rod Blagojevich's firm, Chris LaCivita and James Blair through a law firm, Trump's envoy Paolo Zampolli with a folder of dam projects, and Continental at $35,000 a month. On Sept. 21 Susie Wiles hosted Dodik's successor, Željka Cvijanović, at the White House; Garcia, her daughter's partner, asked for the meeting. On Nov. 5 Wiles resigned, and the White House said the midterms did it.
The speech. "I love it," she opens. "I think it's great. And I also will just flag it for all of you guys." Then the instruction: the draft "goes nowhere" until the metadata is gone. Metadata is the record of who touched a document. Her instruction was to erase the record before a Dodik speech left the building. Klix's sources say she edited it, and likely wrote it. Dodik is barred from office by a Bosnian court; his party, the SNSD, won the Oct. 4 vote with Garcia on its rally stage and LaCivita and Blair in the country. If the sources are right, the chief of staff's daughter edited a speech for a separatist sanctioned until last year and asked her colleagues to make sure no file showed her hand in it.
Russia. The second thread on Klix's audio is a different conversation, and it is about Moscow. "I don't think anybody is in the business of pissing off Russia," she says. Then: "Yes, China and Russia are tag-teaming this. I've been watching that. We are at a very pivotal point with Russia right now. Obviously headed into this weekend with the potential of a real summit and a real meeting." The president, she says, "is going to come back happier" or come back angrier, "guns a-blazing, right?" And the plan: "I think having that tweet sort of ready and being able to pounce on whatever mood he's in is going to be good."
He came back happy. On Friday, Oct. 9, Trump posted on Truth Social: "I have just concluded a highly successful discussion with President Vladimir Putin, of Russia," and announced that Russia would supply more than 300,000 tons of diesel to the U.S. and world markets at once, 500,000 more in November and a million after that; "Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST!" Treasury issued a license the same day letting Russian diesel in through April 7, 2027. "I want to thank President Putin," Trump said, and when Zelenskyy called the deal weak he answered, "Okay, let's move on." Klix reports that Cvijanović, the Serb member of Bosnia's presidency and Dodik's envoy to Wiles' mother, then posted Trump's message with the line "that's how serious leaders do it," and that Continental, meaning Katie Wiles, had sent the post to its Republika Srpska clients and told them to share it. A partner at an American lobbying firm, by this account, prepared a Bosnian Serb government's reaction to a presidential post about Russia before the president's mood was known.
Which raises the question the tape cannot answer: how would a lobbyist know which way the president's mood would break, in time to pounce? Her plan works only if she reads Trump faster than the public does, and the person who spent every day reading Trump's mood for a living was her mother, the White House chief of staff. The White House says "Susie does not discuss work matters with her daughters." The daughter's own words describe a plan that needed someone who did. Dodik had been in the Kremlin on Sept. 29, five days before the vote, his 11th meeting with Putin since the invasion of Ukraine; a client that could not be seen "pissing off Russia" is the brief her own words describe.
The same Friday, Oct. 9, just after 8:15 a.m., Susie Wiles called her top advisers into her West Wing office; the Daily Mail reported it as a crisis meeting over the LaCivita and Blair stories and over "her daughter's lobbying work," with one source calling the chief of staff "panicked" and an administration official calling Trump "furious." The White House called it the usual Friday meeting. The dates are the record; the two rooms are not linked by anything we have seen.
The recordings never mention Christian Schmidt, the international High Representative who policed the Dayton peace until he quit in May, and they do not need to. Schmidt's removal was a written objective of the client's own contract with another Washington firm, Dickens & Madson, and two weeks after he quit Schmidt said:
"I can only say that there was enormous and surprising pressure from the USA."
He never said from whom. The chief of staff's daughter was inside the lobby shop working for that client, hiding her hand on its work, while her mother ran the White House. That is our reading, and it is where the surprise in Schmidt's sentence goes.
"Not a lobbyist." The law does not ask what she calls herself. The Foreign Agents Registration Act covers anyone who acts "at the order, request, or under the direction or control" of a foreign principal and engages in political activities, serves as "public relations counsel, publicity agent, information service employee, or political consultant," or represents the principal's interests before U.S. officials. The Justice Department's own guidance says "every partner, officer, director, associate, employee, and agent of a registrant" who acts in furtherance of the foreign principal's interests must file a short-form registration. Garcia filed one. Trujillo filed one. Katie Wiles did not. Editing a foreign leader's speech and readying his government's reaction to a presidential post is public relations work for a foreign principal by any reading of the statute, if Klix's sources are right about the client. Willful failure to register carries up to five years and a $250,000 fine. Continental has not confirmed that she worked with Republika Srpska's authorities or with Dodik, and its denial stands.
The trip. In mid-August she spent two days in Republika Srpska. Continental says it was for a separate U.S. client, John V. Calce's TXC Energy, which wants a gas pipeline there, and that she "has not spoken with any United States Government official regarding Srpska." She posted herself at a rifle range beside Željko Budimir, the entity's interior minister: "mostly work + some serious fun!" CBS verified the place and the summer timing. On Oct. 12, eight days after the vote, Dodik posted that Budimir and the head of the police training center had presented him "a certificate of appreciation, a plaque, and a pistol" for the center's tenth anniversary. Five weeks after the range photo, her mother took Garcia's meeting.
Klix. Klix is not a Washington outlet and it has been here before. In December 2014 it published a recording of Cvijanović, then Republika Srpska's prime minister, discussing payments to assembly members to build a majority; police from Republika Srpska and Sarajevo Canton raided its newsroom soon after on a court order. Republika Srpska said that tape was doctored. It has said nothing about these.
What comes next is a filing. Continental's next FARA supplemental is due in February and will either carry her short form or not; the Justice Department's FARA unit reads Klix too, and a House Foreign Affairs Committee with Bill Keating holding the Europe gavel from Jan. 3 can ask for the rest of the audio. Susie Wiles left Friday for the Trump political operation with her daughter's name on no filing and on tape, and the first question Stephen Miller's White House gets about Bosnia is whether the chief of staff who took the Sept. 21 meeting knew what her daughter was editing that week.
