**LOS ANGELES **— A former U.S. intelligence official who wrote one of the foundational studies of Beijing’s spy services has examined the federal case against a Southern California real-estate agent accused of surveilling the son of Taiwan’s president, identifying signs of evolving tradecraft within China’s powerful Ministry of State Security.
In his analysis of the case, Nicholas Eftimiades concludes that the evidence describes “a small PRC-directed intelligence cell” whose members received their assignments inside China, reducing their handlers’ exposure to U.S. surveillance and intelligence collection. The network deliberately divided its responsibilities and adopted measures to conceal its activities, he writes, but operational lapses left investigators a trail of digital records.
Eftimiades treats the two surveillance suspects’ professions as investigative clues.
One of his most notable findings concerns the pair’s ties to real estate and construction—sectors that feature in The Bureau’s reporting on Chinese transnational investment and money-laundering networks in Los Angeles, Toronto, New York and Vancouver.
The affidavit describes Wanying “Heather” Zhang as a real-estate agent and her companion, identified only as Individual 1, as working in construction in the Los Angeles area. According to his analysis, the complaint also describes Individual 1’s sale of an Arcadia property on the same street listed in the Seattle rental-car paperwork.
Searching public property records, Eftimiades found what he describes as the only sale on that street during the relevant period: a residential property that sold for approximately $4 million, with Zhang as the listing agent. He also cites California business records linking the address to a Chinese-named real-estate investment firm managed by a man with eight businesses registered at that same location, including a construction company that closed in 2022.
Zhang’s social-media pages offered a glossy portrait of a California realtor’s life: trips to Paris, outings with friends across the West Coast and a career at an Orange County firm, according to the New York Post’s report.
Eftimiades, whose 34-year government career included the Central Intelligence Agency and the Defense Intelligence Agency, published his analysis this week, two days after FBI agents stopped Zhang, 34, at Los Angeles International Airport as she prepared to board a flight to Shanghai. He is the author of Chinese Intelligence Operations (1994) and Chinese Espionage: Operations and Tactics.
Working from the 26-page affidavit sworn by FBI Special Agent Kevin Holt, Eftimiades singles out one decision as central to the alleged operation.
“The most important tradecraft feature was the decision to conduct principal handler meetings and operational briefings in China rather than in the United States,” he wrote.
