Other younger leaders, such as Premier Li Peng, lack the institutional ability to win broad party support. No matter however, we believe a successor would find conflicting views within the leadership, the general weakening of the central government unable to pursue anything but the most cautious course, hamstrung by the Party’s declining prestige, and thus would be forced to curtail reform.” The memorandum then shifts to an economic assessment. “China’s overheated economy is not slowing. The leadership is searching for ways to dampen inflation and slow excessively rapid industrial growth that is intensifying shortages of raw material and energy. Retrenchment policies adopted over the past five months have been largely ineffective, and industrial production, which was up seventeen percent in nineteen eighty‑eight, grew at a faster rate in December than in November.
