Section 303 permits the National Manager for National Security Telecommunications and Information Systems Security to delegate NSD-42 authorities to a Deputy National Manager, without further delegation. Section 304 requires the Directors of the Office of the Director of National Intelligence, Central Intelligence Agency, National Reconnaissance Office, Defense Intelligence Agency, NSA, and National Geospatial-Intelligence Agency to establish continuity of operations plans for use in the case of certain national emergencies.
